Penalty Charge Notice (PCN) appeals

You must challenge the penalty charge and receive a Notice of Rejection letter from the issuing authority before you appeal.

Only the person or company named on the Notice of Rejection may appeal.

You'll need:

• PCN number
• Verification code from the Notice of Rejection
• Vehicle registration number
• Your grounds for appeal
• Any evidence to support your appeal

• Upload more evidence
• Ask the tribunal a question
• Withdraw your appeal
• Apply for a review or costs
